Procedure to apply for Criminal Record Certificate

The Criminal Record Certificate is issued only on the occasion that you are required to submit it to the government or public organization of your destination country.
It is often called by other names, such as “No Criminal Record Certificate”, “Travel Certificate”, “Police Certificate”, “No Clearance”, or “No Criminal Record”

How to Apply

Flow of Application Procedures

  • . Prepare the necessary belongings and come to Aichi Police Headquarters during the application reception hours.
  • . Application Procedures (Fill out the Criminal Record Certificate application form, finger printing etc.) (Approximately 10 to 15 minutes per person.)
  • . Come back to Aichi Police Headquarters after 2 weeks for pickup. (Approximately 10 to 15 minutes)

Persons who can apply to the Aichi Prefectural Police

  • One who is registered as a resident of Aichi Prefecture
  • One who is living overseas and his/her last registration as a resident in Japan was Aichi Prefecture

If your place of residence registration is outside Aichi Prefecture and you wish to apply at Aichi Police Headquarters, please contact us during the application acceptance hours. (Weekdays 9:00 a.m. to 4:30 p.m.)
※The application reception hours will change from April 1,2025.They will be open only on weekdays from 9:00 a.m. to 12:00 noon and from 1:00 p.m. to 4:00 p.m.

Required Documents

All of 1 through 4 are required. If you do not bring your requirements, we may not be able to process your application. (5 will shorten the application time if you can prepare it.)

  • 1 Commission fee (500 yen)
  • 2 Documents from a public institution confirming the purpose for which the application is being made and the name of the applicant
  • 3 Passport(The original. Copy is not acceptable.)
  • 4 Personal Identification Document which indicates your registered address
  • 5 Application Form for Certificate of Criminal Record

1.Commission fee (500 yen)

Revenue Stamp of Aichi Prefecture or Cashless payment is available.

(1)Revenue Stamp of Aichi Prefecture

Please purchase the Revenue Stamp worth 500 yen of Aichi Prefecture in advance before coming.
Bring it with you because you cannot purchase any of those stamps in the Headquarters.

(2)For cashless payment

You can pay at the time of application of the Criminal Record Certificate.

You will receive a receipt as a confirmation document for cashless procedure. If you need a formal receipt, please purchase (1) Revenue Stamp of Aichi Prefecture.

2.Documents from a public institution confirming the purpose for which the application is being made and the name of the applicant(Any one of those mentioned below

(1)A copy of official documents which requires you to submit the criminal certificate
A copy of a document issued by foreign official organization which indicates the name of applicant and reason to submit.)

(2)A copy of application form related to the request
A copy of application form you are going to submit to the organization. This must be already filled out.

※A copy must be submitted at the time of application of the Criminal Record Certificate.

The requirements are different based on the country (region) which demands you to submit.
If you have any questions, contact us mentioned below before you come to the Headquarters,
and we ask applicant himself/herself to make these questions.

3.Passport (The original. Copy is not acceptable.)

If you are going to renew the passport, or you have to change the information in your passport, do it before you come to apply.

4.Personal Identification Document which indicates your registered address

(1)Those registered as Aichi Prefecture citizen(Any one of those mentioned below)

  1. Certified Copy of Resident Register (Jumin-hyo)
    (It must be within six months after being issued.)
  2. Driver’s License
    (Valid one which indicates same name, address and DOB as Jumin-hyo.)
  3. Driving record certificate
    (indicates same name, address and DOB as Jumin-hyo.)
  4. Individual Number Card (My Number Card)
    (Valid one which indicates same name, address and DOB as Jumin-hyo.)
  5. Residence Card or Special Permanent Resident Certificate
    (We do NOT accept Notification Card.)

(2) Those who currently residing overseas whose last registered address in Japan is Aichi. (Both documents mentioned below are required.)

  1. Record of Deletion of Basic Resident Registration Card (Jo-hyo) or Tag of Census Registration (Fu-hyo)
    (It must be within six months after being issued.)
  2. A document which certifies current address (outside of Japan)
    ex. Foreign Driver’s License, Mail items delivered to applicant under his/her name

5.Application Form for Certificate of Criminal Record

Application Form for Certificate of Criminal Record (form) may be completed at the application counter if you are unable to bring them with you.

If you can bring it with you, please print Application Form for Certificate of Criminal Record (form) with double-sided printing (long side binding) and fill it out as shown in the example on the sample Application Form for Certificate of Criminal Record (sample) and bring it with you. ※Applications filled out with erasable ballpoint pens, pencils, etc. will not be accepted.

Notification

  • Please make sure you are fully aware of for which application (the contents of the request) the Criminal Record Certificate is requested and which official agency requests the Criminal Record Certificate in the destination country (the country you are submitting the application to).
  • Depending on the requirements of the Criminal Record Certificate, we will inform you of the special issuance by the Ministry of Foreign Affairs. Please contact Fingerprint Section Criminal Identification Division Aichi Prefectural Police Headquarters(Representative: 052-951-1611 ext. 4649) in advance during reception hours (9:00 a.m. to 4:30 p.m. weekdays only).※The application reception hours will change from April 1,2025.They will be open only on weekdays from 9:00 a.m. to 12:00 noon and from 1:00 p.m. to 4:00 p.m.
  • Fingerprints will be taken, so please make sure to come to the application in person.

Waiting period for Issuing

About 2 weeks

Two weeks after the application date is the receipt date of the Criminal Record Certificate.(If the date of receipt falls on a holiday, the date of receipt will be the next weekday.)

Precautions for re-issuance

If you need to re-issue the Criminal Record Certificate due to opening, damage, loss, or expiration, please contact Fingerprint Section Criminal Identification Division Aichi Prefectural Police Headquarters(Representative: 052-951-1611 ext. 4649during the application acceptance hours.(Weekdays 9:00 a.m. to 4:30 p.m.) ※The application reception hours will change from April 1,2025.They will be open only on weekdays from 9:00 a.m. to 12:00 noon and from 1:00 p.m. to 4:00 p.m.

You will need to bring the following five items.

  • 1 Commission fee (500 yen)
  • 2 Documents from a public institution confirming the purpose for which the application is being made and the name of the applicant
  • 3 Passport(The original. Copy is not acceptable.)
  • 4 Personal Identification Document which indicates your registered address
  • 5 Criminal Record Certificate (except the cases where the document is lost or has already been submitted to a public agency in a foreign country and is no longer on hand.)

Re-issuance will take approximately one week if there are no changes in the information on the Criminal Record Certificate (date of issuance of Criminal Record Certificate, passport number, name, etc.), and approximately two weeks if there are changes in the information.

To receive the certification

The certification will be delivered in person at the Police Headquarters to the applicant or to a representative of yours designated at the time of application.

We will issue the certification only to applicant himself/herself.
We will NOT mail the certification to anybody.

※If you want us to issue the certification to a representative of yours, notify us of his/her name, address, DOB and phone number at the time of application.

Those who wish to change to receiving by representative of yours after application

  • Please contact Fingerprint Section Criminal Identification Division Aichi Prefectural Police Headquarters(Representative: 052-951-1611 ext. 4649)during application acceptance hours (Weekdays 9:00 a.m. to 4:30 p.m.) and inform of the name, date of birth, address, and phone number of the representative of yours. ※The application reception hours will change from April 1,2025.They will be open only on weekdays from 9:00 a.m. to 12:00 noon and from 1:00 p.m. to 4:00 p.m.
  • Print out the Letter of Attorney(form), and have the applicant fill it out as per the example on the sample Letter of Attorney(sample) and give it to the representative of yours. ※Applications filled out with erasable ballpoint pens, pencils, etc. will not be accepted.

The representative of yours must bring the following three items at the time of receipt.

  • Letter of attorney
  • Criminal Record Certification Issuance Information
  • Identification card of the representative of yours issued by a public institution (Driver’s license, My Number Card)

How to fill out an Apostille application form

  • Title of official seal/ Issuer「Chief of Aichi Prefectural Police
  • Date of issue, Found in the lower right-hand bracket of the Criminal Record certificate envelope.
  • Name of the Issuer, until January 26th, 2025,it will beKamata Tetsuro」 and from January 27th, 2025, it will be 「Sato Takashi」

If you want to apply from overseas

You can apply at a Japanese Embassy or consulate in your resident country. Please refer to the local embassy for how to apply the certificate.

※If you apply from overseas, you can’t apply at the same time in Japan.
